Center for Preparedness & Recovery

The Center for Preparedness and Recovery at Arkansas Tech University is a new initiative that offers disaster response assistance for school districts and local government agencies throughout the state. So far, the Center has worked with multiple school districts to aid them in preparing a disaster plan.

According to the Institute for Business and Home Safety, One-fourth of all businesses that close because of a disaster never reopen, but businesses that have a disaster preparedness plan - and implement it - typically have less damage, loss and downtime than those that do not.


To integrate the emergency management academic and research capabilities of Arkansas Tech so that they effectively assist government, the private sector, and all levels of education in addressing their needs for planning and for responding to the threats they face.

Continuity of Operations Planning

Let us assist your agency with a complete risk/vulnerability analysis, identification of vital records, development of orders of succession, and development of a delegation of authority document using national and state recognized standards. We can assist with your plan or help you develop a plan. We have experience in various standard planning platforms including LDRPS and ACOOP. We will provide your agency with a plan that Is maintainable and usable on electronic media as well as a bound audit ready plan.

Emergency Action/Response Planning

We can assist your agency in writing critical response plans for everyday emergencies including plans for large scale natural and man-made disasters. The Center will work with you to develop a risk/hazard analysis for your jurisdiction/agency and use national recognized standards to develop a plan that works for you.

Pre-Hazard Mitigation Planning

The Center can help states, territories, Indian tribal governments, communities, and universities with hazard mitigation planning. These plans will reduce the overall risks to the population and structures, while also reducing reliance on funding from actual disaster declarations. We also offer assistance with your jurisdictions pre-disaster mitigation grant.

Homeland Security Exercise and Evaluation Program (HSEEP) Exercise Planning/Facilitation

We can help your agency, city, county, or region with your exercise needs, and assist with or develop an HSEEP compliant seminar, tabletop, functional or full scale exercise and after-action report.

Incident Command Training

The Center provides incident command training for K-12 Schools using the IS-100.Sca and Higher Ed using the IS-100.HE. Training is also adaptable to your jurisdiction based on FEMA ICS training standards.
