How do i setup outlook express to recognize my tech email, specifically what do i insert into the fields of "my incoming mail server is .." and "incoming mail server" and "outgoing mail SMTP server..?"

The incoming mail server is pop.atu.edu.

The outgoing mail server is smtp.atu.edu. This is the case only if you are ON-CAMPUS.

If you are OFF-CAMPUS, you must use your Internet Service Provider's outgoing mail server.
